We likely need both. BIP 119 fixes the Security of the base layer now; BIP 118 fixes the Scalability of the second layer for the future.

BIP 118 (ANYPREVOUT) is the Visionary Choice. It is the "hard" path because it re-engineers how Bitcoin handles signatures. However, it is the only way to make the Lightning Network truly robust and user-friendly for billions of people
