Bitcoin is the white paper. It's proof of work. It's a 21 million limit. It's the solution to the Byzantine general's problem (double spend problem).
Without any of the above it's not Bitcoin. You can have Bitcoin without lightning. But you can't have lightning without Bitcoin.

It is actually Bitcoin. It is Bitcoin locked in two of two multi-sig that you pass back and forth. Each channel partner is in full control of their Bitcoin and can revoke channels and get their Bitcoin back at any time.
#lightning network is not much better. the vast majority of ppl will require lsp (3rd parties) to use.
