Some quick observations:
Simple lack of knowledge/ time to learn
Subcategory to the first point is that all their expenses are in fiat and they may not think accepting bitcoin would have utility for them
Sometimes there are structural barriers in how the business operates that prevent (easy) integration
Concerns over volatility and risk
Don't see it as worthwhile given their customer-base
All can be resolved when the first is addressed. So how to manage the time and knowledge?
I think it helps to spend most of your effort in this area orange pilling businesses that you frequent. Small businesses in particular are easier because you can have a more direct relationship with the owners or managers, but in general if you have already established a certain mutual loyalty and familiarity there is a higher probability of them at least hearing you out and taking the time to learn from you/ explore resources you provide. The bigger the business, the harder it is for one or a small group of customers/ patrons to effect the internal practices, especially financials.

Try leaving the brochures in coffee shops, at community events, giving them to farmers market vendors, leaving some with your local chamber of commerce if you have some connections there, have some on hand at business conferences, etc.
