2) We have no evidence yet that quantum computers are able to break encryption such as sha256. Yes, there is a possibility quantum computers could do it at some point but it hasn't been proven until now.
And if quantum computers get close to the amount of qbits that possibly can break sha256 we will have our security alerts going on via other weaker algorithms being broken first. Yes a hard fork is messy but I don't think that coordination at this point would be such a big problem since it would mean adapt or die.
