I was wondering along a similar lines recently, about the concept of approved mentions... I doubt that would be very popular outside of somewhat professional a setting though.

because i can follow hashtags, yet not keywords

I imagine that's a difficult problem to solve, but I feel certain some level of that will appear eventually.

maybe i could make a custom list of keywords and hashtags, that i could turn into one feed
