While it's true that in order to broadcast a low-power signal on the FM band we must be licensed via the FCC (to your point, a very centralized federal agency) it is also true that Humboldt Hot Air is a community funded non-profit organization.
My dj spot, for instance, is on a strictly volunteer basis.
