They’re illiterate
It's more so that bills are bullish with many different items snuck in at the last minute making it impossible for them to be read in the time frame that's given. Our system is broken.

This is a tough one to swallow but I’m not surprised to see them trying to pass this if they did, the evidence that’s available puts them on notice , a couple definition changes and boom!
