Are you targeting only Android? If yes, then prob Kotlin.
I generally prefer TypeScript, so that's what I would choose, but for no good reason.
Looking to build a solid framework that we can use across devices. Scala also came up.

If you want cross device, then Kotlin is probably a bad idea. Check out React Native with TypeScript.
There's huge number of people using React, so it may be easier for folks to contribute or get up to speed. You also get web app version almost for free.
