Nostr list management is surprisingly brittle. There’s no true versioning scheme or eventually consistent stability. It’s currently just overwriting the version of the list you managed to fetch successfully and broadcasting that everywhere. The version could just be a timestamp. As long as some clients let you see a few old versions you can recover from a clobber.
