What do you think about this:

(In Germany) freedom of speech means that one can publicly criticize the state/government at any time without fearing consequences (of course, reactions from people with a different opinion are excluded, f.e. shitstorms etc.). Freedom of speech does not mean that someone cannot sue you for insult/defamation or that you won't be punished for it if found guilty (in court, individual vs individual). This has been possible since 1851.

Exceptions to freedom of speech:

- Incitement to hatred / calls for criminal acts

- Youth protection (restrictions on certain content to protect minors)

- Approval, glorification, or justification of the National Socialist regime (including Holocaust denial)
