In Spain cash payments over €1000 are already illegal.
And by that they mean that using any cash at all in any transaction over €1000 is illegal.
For instance, an invoice for €1,500 can't be paid 50% cash, 50% bank transfer.
To top it up, legally speaking they defined as "cash" any form of payment where the parties are not KYC'd. For instance, a bearer check.

I'm certain I have seen that criminal witch von der Leyen mention that this was already in place in some parts of Europe, but I can't find any sources right now.
