The state is used to enforce moral evils. There’s not a one law that has been legislated that does not have at its root, morality!
State itself is immoral evil, so we can not rely on it to deal with moral evils.

I won’t disagree that there aren’t bad players within the state. But not all. Who then gets to deal with moral evils?
Anyone who is interested. The victim and the interested people in the first place.
