The story is set in the distant future after humanity has been wiped out by a nuclear war, and the survivors are street animals, dogs, cats, and rats that have been mutated into semi-human form. A legendary rock superstar named Mok is on a quest to dominate the world by summoning a creature from another dimension, and a specific voice is needed to unlock the portal. He begins a talent search to find the voice, and discovers a singer named Angel in a backwater town called Ohmtown who possesses this gift. Her bandmates go on a roadtrip to try to rescue her, and save what remains of the world.

The movie was given almost no advertising budget and only made around $30,000 at the box office before being canceled. If you can find a copy, I think you’ll enjoy it. There are full versions of it floating around on the internet.
