I can imagine that adoption in other poor countries will follow a similar procedure. In wealthier countries, I expect it to begin at a more local level, with small and local businesses gradually starting to accept Lightning payments. However, most U.S. business owners haven't quite reached that point of desperation yet. So, it might be a long wait for us.
