What spam? They pay fees so I it spam then?
It's up for the individual to decide what is spam, really. We don't all agree on that unless we decide to agree. Voluntary assent and all that.
It's a double-edged sword. You could set up a relay with spam filters, but that would inevitably lead to censorship. I don't have a good solution other than a blacklist.
