Im running linux/windows and im starting to see this everywhere, and it bugs the hell out of me. I think its a side effect of mac browsers hiding scrollbars by default so everyone developing on mac is setting "overflow: scroll" instead of "overflow: auto"

No offence to the devs but please use "auto" not "scroll"
