There's only been like 6k federal convictions for simple possession in the last 30 years and none of them are still in prison.
It's symbolic and means very little. Until they take it off schedule I it means nothing.

I do think this indicates they see this as an inevitability to legalize. They know we want it and they're waiting for the most opportune time to legalize it. Unfortunately that's going to be when they stand to make more money on it than the for-profit prison system generates for them...
