Personally, I believe the following are the reasons behind this issue.

Elon Musk Announces Twitter Usage Restrictions

Elon Musk has recently announced measures to address the daily post limitations that Twitter users have been experiencing, citing "extensive data deletion" and "system manipulation" as the reasons behind it. This announcement comes at a time when thousands of Twitter users are already facing difficulties accessing the platform.

As a temporary solution, Musk revealed that Twitter-verified accounts will be able to view up to 6,000 posts per day, while owners of unverified accounts will be limited to 600 posts. Additionally, new users with unverified accounts will only be able to read half the number of posts, amounting to 300 per day.

Account verification will be offered as a paid service. However, Musk did not specify the duration of these temporary measures.

Following the acquisition of Twitter, Musk has been focusing on significant workforce reductions and scaling back various employee benefits to reduce costs. This has resulted in a higher frequency of Twitter access issues as key personnel leave the company.

According to CNBC, as of 11 a.m. Eastern Time, there have been over 7,300 reported cases of Twitter access problems. Many users are encountering error messages and are unable to log in or post on the platform.

This is not the first instance of Twitter experiencing access issues in recent months. In February, users were unable to post for approximately 90 minutes, while in March, difficulties were encountered with link clicks, photo uploads, and downloads.

Since Musk's acquisition of Twitter, the platform has been tightening regulations. Starting from the 30th of last month, Twitter has begun restricting access to content for users without Twitter accounts. Previously, profiles and tweets shared by individuals were accessible without an account, but now access is limited.
