Oh boy, the shrieking would be loud. I'm down for either though.
If someone was illegally funneled to a country or on govt assistance then they don't get a say (in giving themselves more benefits) imo
The schelling point in either case is when everyone starts from zero instead of the plus or minus $150k or more who knows it's random starting points we use today

I mean it's an unfair & difficult tactic only until there aren't any "born losers" or "born winners" messing up its equilibrium.
Honest work should earn a vote, even if, especially if, you don't get paid, let alone get paid fairly in real money.
