Able in some capacity but with lots of programming? 20-30%?

Actually have the free time and resources to make use of this enate ability and bypass programming independently? Maybe 5-10%.

Yes, in terms of active thinkers. But if you took everyone out of their daily struggles, more thinkers would emerge who were just in zombie survival mode before.
