Do you think they can't? This tech is so weak that without full time maintenance the entire infrastructure will collaps in 15 years. They can take it down when they want with a basic DNS trick. Don't you remember few years ago when they took down Facebook for few hours? The system is weak.

Maybe it is technically possible, but even if it is, I see that weakening the regime.
Europe is in the process of turning off energy for its people. Even though Europeans don’t have a culture of freedom, they are not going to tolerate a rapid decline in civilization.
