Mate, you obviously can't read yrself. The 2nd paragraph is not well summarised as "buy more BTC". It's much better paraphrased as "develop strategies to (possibly) buy more BTC (probably quite far from now)".
No bitcoiner denies that *all* govts will eventually be buying BTC but it's a massive step for a fiat currency issuer, particularly for the "global reserve" fiat currency issuer, to make and so while they may posture about developing 'BTC buying strategies' now, they are obviously not committing to doing any buying in the immediate future (say to the end of this year).
(Holding on to BTC they've already seized and maybe more they seize in the future was already predicted by many of us, because it's such an easy move to make and moreover, is typical of how the kleptocratic US govt operates.)
