which relay are you talking about? what is the originating pubkey?
does your relay only follow nip-10 for responses?

What do you mean? I have no specific algorithm for NIP-10.
reject notes that do not follow the spec
I dont check for strict NIP-10 implementation. But i do care about whether it is a reply or not, because of reply spams
