A civilization with this rule is not worth fighting for, or a civilization without this rule is not worth fighting for? Doesn’t it just mean you need two witnesses to say the same thing in order to include the testimony of any witness into court? It might not be perfect it all cases but it seems like a reasonable approach. Two witnesses are harder to intimidate or buy off than one.
