It was being pulled by the harbour ship(s).
No, the tug was not tied up to the ship. It was there to turn the ship when it reached the berth. So far what I’m seeing from people in that business is that it appears the engine got stuck in reverse. South St Seaport is so close to the bridge that they didn’t have time to do anything about it before they went under.
