I’m not a legal expert and I can tell you that lightning payments are not on the public ledger.

If you close your lightning channel your tally of send and received are settled up and you have that much Bitcoin on the ledger.

This isn’t foolproof anonymous but again I think we let the adults figure it out with their jurisdiction.

You are free to not set up any lightning integration and accept any sats. You are also free to not do anything with anonymously received money.

Also, if you sent me money “non-anonymously” I don’t know who you are. You’re just a pub key writing data to some servers. Not too much different.
