I wonder if the reason RISC-V is taking so damn long to become a common PC hardware offering is that the corporate assholes (government agents included obviously) are clinging to their spyware so hard.

I don't have definitive proof, but you can check Snowden's leaks, for example PRISM... the incentives for the state exist and they have the monopoly on violence to try to impose themselves
