Is there any way to get #bitcoin without going through an exchange ? assuming you don't know any #btc holder .. good enough who would trust you that you would send money in exchange .. and also pay for the fees ?

You can always use Bisq or robosats, you both put down a security deposit that you’ll get back after the trade so it ensures you both uphold your side of the trade
