I don't think this could have any effect on stray dogs. Stray dogs are reduced thanks to a dense network of shelter. Crossbreed dogs are common anyway. Accidents happens.

And for mixed dogs, the breeder does not get as much money as for purebreds, so it is not economically worthwhile.
