The same thing is possible with Bitcoin btw. Today. Both Foundry and AntPool can pull a successful 51% attack even without colluding. They just won’t have 100% success perpetually.
But yet they don't, wonder why.

I know it was meant as sarcasm, my comment was serious tho. Incentives are not what is stopping them really. It’s probably uncertainty. With 30% of the hashrate, a 51% attack is not successful in perpetuity. And an adversarial state with a money printer could easily cover for their bottom line revenue.
