I don't see immediately why Eastern Europe is best. My thoughts look like:

-Japan/Taiwan seem like decent places, but might be subject to Chinese politics.

-Scandinavian countries might be good if you have the ability to tolerate the cold.

-Portugal is often overlooked but I've heard nothing negative about them.

-Panama is popular for some reason, but it might just be a cheap place to retire to if you've stacked 6-7 figs.

Instantly off the list are:

-Australia/New Zealand/Germany/UK, due to embarrassingly heavy censorship and surveillance.

-China/African countries, as they are ethnostates where we're not the ethnicity.

-Russia, as they have an aggressive draft and we are men.

-Middle Eastern countries, as they are a permanent warzone.

Worth considering but highly questionable are:

-India/Argentina/Brazil/Philippines/Malaysia, as they lack the serious problems of the US but have notable corruption and poverty.

-Egypt. It doesn't seem to have a notable tech industry, but otherwise seems to have no real problems.

They constantly do things like "well America was a 10 but then trump got elected so now it's a 6 but now biden is in so Democracy Has Been Restored". Every single one of these charts is basically " how much of a puppet is your government"
