Relays are servers that you connect to and send your notes to. They are then broadcasted back to others who are also connected to that relay.
Anyone can run a relay. They can be private, public, paid etc.

Pretty fair assessment. Relays can also mirror other relays, if allowed. Since relays do not share notes/data amongst one another. So, if for example, you spin up your own relay, and only used that one relay, you wouldn't see anyone else and no one else would see you. (Unless you mirrored another relay).
