The first part is plausible, but it seems on par with "directed energy lasers" levels of crazy when it talks about nukes. The discussion of special cleaning crews working the buildings for months makes more sense IMO. Would have to get rid of normie cleaning crews who might notice that something fishy was going on anyway.
