Nice and compact, I've had a couple of Goji seedlings for three years, but they've barely grown due to being eaten constantly by slugs and snails.

That would do it! It's kind of like here, the bush I took a picture of is in a place the cattle can't access easily but the ones where they can are only about a foot (30 cm) tall because they keep eating the plants.
That reminds me of when I worked as a surveyors assistant a few decades ago. We were pegging out a new estate in a paddock that had been running sheep. It was covered in Olive trees, but the sheep had been constantly grazing these olive trees, they were perfectly spherical little one to two foot high topiary bushes. Quite amazing to see.
