Interesting. Mine works everywhere but that's probably because Revolut is more of an actual online Bank than an exchange. I also have Crypto .com's card but haven't used it yet. In Spain I used Bit2Me until they got regulated. I could send them BTC and then just withdraw € from any ATM with a burner phone number and a pin code. Good times.
