In Russia, mobile internet is now simply cut off, and sometimes it just works slowly. Yes, mobile operators oppose calls via WhatsApp or Telegram, but without technical data, it’s unclear whether they are actually blocking these calls and how they are doing it, because it could simply be the result of mobile internet shutdowns or slowdowns.

I see what you’re getting at. Right, could be the operators. But I strongly doubt they could do it without government approval.

Plus calls work with VPN.

Still too few technical details. It’s as if they’re blocking STUN and/or throttling traffic to Telegram and WhatsApp relays.
