Why are there apps that are opinionated on whether you're allowed to download content over cellular? Being told I must connect to Wi-Fi to do something irritates me to no end.

Many ppl don’t have unlimited cellular data plans. I actually like being able to say some apps can only use Wi-Fi so I’m not eating my data plan to download a podcast for example
Much worse are apps that assume connection in order to function. Like how hard is to locally search my library without routing the request through your data centers, Spotify?
Because data cost money and not everyone has a lot of money
Seems in the cell provider’s interest, so maybe they have exerted some influence on this through policy and defaults. Yes, it’s frustrating!
