Question: the webpage says I can “mark your proposal to not to have a Satoshi Nakamoto quote overlaid on top of it.” - if I do that, do I have to include a Satoshi quote on my art?

Is a Satoshi quote on the art a requirement, whether I add it or it’s an added overlay?

No, it's not a requirement. You can submit your whole work without having any text at all and still mark that you don't want a Satoshi quote on it, if you prefer :)
