Seems hard to execute. You'd have e to do it in every city, citywide, or other people in unaffected areas won't care. Recall the Ebola scare in Dallas in 2014. The scare was real, but no one got alarmed in nearby Plano. The issue wasn't there. When an effect is localized, and it isn't clear that it can spread, people will for the most part go about their business.
