my take on key rotation
a new event is published, which announces new key and freezes the existing key making all further events from that key to be ignored by relay
in addition maybe relay should allow delete events from the newly announced key towards the frozen key

I came up with exactly the same idea.
The minor issue is that the new profile will to some degree depend on the announcement event. If the event is gone then whoever discovers the old profile will see all new (potentially scammy) events from the old profile and won't discover the relation with the new one.
