I need to get a laptop for my kid.

Mostly for learning purposes but also to run Minecraft BEDROCK Edition, Scratch, etc.

What is a good / cheap choice that will serve our needs but can also be configured to not constantly spy on us?

(Linux is not really workable, as it will not run Minecraft Bedrock)

Are you sure Linux can't run bedrock?

You can but with work arounds... Not officially supported by Mojang tho...

I think there are a few ways to make it work, becomes a question of how much tech support do I need to provide for it
