Because tolerance is not actually a wonderful thing at all, almost everyone has far too much of it for far too many infractions... As long as a so called "authority" does it...
If something requires the average person to constrain it, it's screwed & if it requires someone who is being paid by it to do it it is delusional.
No because their literal goal was to create a new aristocracy and make sure they were the aristocrats. To do so in a way that would be palatable to the population. And they succeeded.
No doubt that was (at least many of) THEIR goals ...
It could however (hypothetically) have been kept in check to an extent had people in general had a little more foresight & recognised it was in their best interests to restrain it.
Which of course is betting on what never was...
