Any tools to shorten npubs? Long npub goes in, short format comes out. Also: is there a standard "short" format?

You mean like the hex key? Which could be base64 encoded

Or like first bits? https://en.bitcoin.it/wiki/Firstbits

Or like a fingerprint as used in GPG?

Shouldn't nip05 be enough? Given a domain, the username should be unique on that domain. And /.well-known/nostr.json? should return the pubKey in hex format. What's the usecase?
