It’s right in the top center of the page,

“Get Premium Accounts Here’, there is also a ‘Sign Up’ link in the upper right corner, and a Buy Account in the footer, where else should we put it?

But it doesn’t tell you why to get one or what it costs until you click. It should appear in the center of the screen, in a large box below the error message.
