Don't know what t you mean specifically by low spec but mynymbox do anonymous we hosting and vps they accept lightning and monero
Like 1GB RAM or less. Enough storage to run a web server for a static website and a few gigs for file hosting, possibly.
Obviously will accept greater if they are cheap. I'm just putting this amount because I doubt I'll be running anything too serious.
pretty sure they have stuff like that, they aren't building server farms for people. They also have great customer service and again, they keep things anonymous and are privacy advocates

we do not require any personal details. We are an accredited domain registrar for .st domains and CentralNic for some domains like .vg. But we offer many other domain extenions as well.
For our VPS, the lowest server has 512MB RAM which is enough for simple websites or DNS etc.
We accept Bitcoin Lightning next to othed cryptos.
