Pretty much yeah. With an IDE + extensions just have it setup ansible playbooks and it doesn't even need to know your machines, keys, ip addresses etc (you inventory file can be locked down somewhere else) and your target machine just needs to have SSH enabled with python on it.

If you have a VM host you could even configure it to provision the new VM for you.
