I think it’s a little more than that, and yes I do believe stupidity is often the best explanation for the choices made by those in power.
I think it’s a part of the move to replace workers with kiosks/robots and instigate a Universal Basic Income, doled out in cbdc form.
Take away a person’s source of subsidence, make them dependent on handouts, and then control them. It worked with the savages in the early 19th century. It was just a little more brazen back then.
