What should I do?

I don't agree with sales taxes and all the control it entails - in Chile they now push businesses to deliver receipts by mail if you don't pay electronically anyway which would make even cash payments traceable to an email address and maybe tomorrow a government approved email address.

So I often don't want to take the receipt but while that allows the shop to not report the sale to the tax authorities, it also allows the sales person to not report the sale to his boss.

On the one hand the sales person not reporting the sale effectively means he's stealing the good or service from the business (and selling it at full price to me) which the boss would have to prevent anyways. On the other hand, here in Chile, there is almost no punishment for sales clerks that do this, so ... they do.

How can I support businesses without supporting the leviathan?

The relation between the sales clerk and the boss is voluntary, the relation between anyone and the state is not

You are right but it does not imply how to act. Take the receipt or not? If I take it, I punish the shop owner by up to the VAT. If I don't, I punish the shop owner by up to the full sales price and reward the clerk.
