Can confirm. Even the paid version with Bing integration has troubles finding web pages.
Shortly after joining this network, I did some tests with that character, (I used my native language) he seemed very intelligent and capable, it seems to me that some things were cut. At that time he even made jokes about me.
My guess is people complain and OpenAI is subject to pressure :(
