There are many ways to address this issue. I saw a video where people were charging their phones at a central location.
You can use shortwave and amateur radio. Ship to shore SSB. Solar panels for charging. Wind and bicycles connected to a small generator.
Even a hand crank. You could use zero knowledge proofs. You could use Bluetooth to Bluetooth on phones. Repurpose Wi-Fi routers to a mesh net. Or link them to shortwave radio reception.

Africa they use 2G phone - SMS - that it will also not help
something which can WORK WITHOUT power maybe weak battery n portable
You don't have to be connected continuously to the network to use it. You can use it intermittently.
Signed transactions can carried by sneaker net for broadcast. Then you can issue paper IOU'S against the verified Bitcoin..😊
